If you use a ridiculous amount of course they will disable any offending websites (just like any other host). I read somewhere if you use too much they may move you to another server. I'm not so sure about that but basically the normal user wont have any CPU problems unless they want to make a website such as an alternative to YouTube. They’re not too bad.
